COVID is a potentially life-threatening disease, and reducing the number of concurrent cases can further deaths by overwhelming medical resources. Tracking citizens' movements is not very democratic, and presents its own set of issues, but can benefit greatly in identifying potential risk of infection and thereby can save lives through pre-emptive quarantining.
